Upgrade tab visible for moderators

In version 3.1.0.beta3 /admin/upgrade tab is presented to moderators, but it displays Oops! That page doesn’t exist or is private.

Thanks for the report, @md-misko!

The issue has been fixed in this PR by hiding the upgrade tab for moderators. It will now show up for admins only.
