What to do after editing /etc/gai.conf

I followed this guide since I cannot send test email on my forum site and i always got this error.

here was a problem sending the test email. Please double-check your mail settings, verify that your host is not blocking mail connections, and try again.

Question is do I need to rebuild the app after editing /etc/gai.conf file for the changes to take effect ?

What the heck is etc/gai.conf I’ve never ever heard of this file in the context of Discourse?
