Whispers set to "Everyone" not working (but should it?)

I set Whispers allowed groups to everyone on my local dev instance, but it doesn’t toggle whispers for regular users. Admins still have access to them, though.

Of course, enabling whispers for everyone makes no sense really… So, should “everyone” just not be available in this group selector?

Yeah, that’s probably the right thing to do here.

It’s not staff-only, it’s group-specific.
