¿Por qué hay un botón para gestionar solicitudes de membresía de usuarios que no son propietarios de ese grupo?

I sent a membership request to a group and it gave me the option to handle it. I clicked it and it showed something like this:

Repro Steps:

• Send a membership request
• Go to the request PM
• At the bottom, it has something like this(I am not an owner)
  
  

I think it’s supposed to be hidden for normal users.
