X-axis scrollbar on emoji

Can we get the emoji panel to not have an x-axis scrollbar by default?

Chrome on a Mac laptop, sometimes you have to set focus in the emoji panel and then the scroll bar appears.

Why does the magnifying svg to the right of the search input have a hover state? is it a button? I don’t see anything happen on click and it is not in the tab order
