Just as an FYI, polls are a core plugin so safe mode with plugins disabled would actually turn them off (but there is an option to just disable themes as part of the safe mode options, which can still be very helpful).
Just to rule it out, is your Poll enabled admin setting toggled on?
If so, are there any errors in your browser console or /logs page that could provide any clues?
