Updating to 9ebce86fd fixed the issue. Thanks everyone for their help. This is the second recent upgrade that has resulted in issues, and it appears that it is not easy to get on a more stable release without timing it properly with the other branches.

As luck would have it, I’ve just updated my site just now (version 8f89e287d3 ) I can’t repro this. Visiting my /admin/users/list/active displays the user list as expected. Does this also happen in safe mode for you? (Or possibly a fresh update just in case something was recently fixed)
