Looks like you have muted the topic. Can you see it in its category after you have changed the tracking level to normal? I think the category is muted by default, so it’s expected that you can only find it via link or at the categories page

Setting it to Normal makes it appear again, but it’s not very clear that that’s the solution. In fact, there’s no indication that I can see that tells the user they have topics in that category that are muted.

I think that’s somehow the idea of muted topics. You chose that you don’t want to see that topic. While a muted category still appears below the list of categories, a muted topic is only accessible with https://meta.discourse.org/?state=muted .
