Также получаю следующую ошибку:

@codinghorror Недавно в последнем Docker-контейнере Discourse была изменена версия OpenSSL, из-за чего возникла эта проблема. На хост-машине я попробовал использовать OpenSSL 1.1.1 для API Telegram, и сертификат загрузился.
