The global flag list has a “Flagged By” field, but I’m not seeing a way to filter by that. Is there any way for me to view a list of past flags a given user has submitted?

There is not, but it is a great idea. In fact I think one of our big customers wants this very feature.

This feature has existed for quite a while:
From the /review page you can select “User”.
Additionally admins and mods have this linked from the user summary page.
Actually, filtering by “user” pulls up the reviewables for a user whose content has been flagged. The OP is asking for a “flagged by” filter which does not exist. I think we should add it!

I think it would be a good workaround if Discourse backend provides some query parameters, even without frontend supports. I notice that /review provides additional_filters, but I do not know if this can do the job, or how.
