Ability to create new topic from replies on review queue page

Hello :wave:

Sometimes, when a new user reply is on moderation review the staff would decide to create a new topic from it because the reply isn’t fits perfectly to that topic but it would be a great new topic.

Now it works like the staff have to approve it first and then they can move it to a new topic. Is that possible to add this feature to the review queue page so staff can quickly move these to the right place before they approve?

We have an announce category that does not allow for replies and users are always replying to the category. As such their post are not posted but wind up in the queue for staff review first. As noted we have to approve the flag first then manually fix it all up.
