Currently if a category moderator tries to move a topic to a category that requires approval/review of new topics, but with the category being one that they themselves are the moderators of (and thus, do the topic review), they are denied with the error:
An error occurred: You cannot move this topic to a category where you do not have permission to create new topics
And yet, category moderators can create topics in the category they moderate and they are the ones to approve new topics.
Currently our workaround is for the category moderator to ask a regular moderator to move the topic to the category they are moderators of. This skips the review queue altogether.
Unless I’m missing something, there seems to be room to streamline things here. A couple of possibilities:

Allow category moderators to simply move topics to the category they moderate, even if that category requires review of new topics. In other words, skipping the review queue they would have to go through.

Send the moved topic into the review queue, if that’s an absolutely required step for logging or some other reason.
Our preference would be option 1, as category moderators appear to have all expected permissions to do it.
