what does it mean to enable or disable bootstrap mode within discourse application?

Bootstrap mode is like a sandbox (kindof) where new users gain a trust level immediately, and email digests are sent daily, in order to promote the rapid and meaningful growth of community.
Once You have 50+ users, bootstrap mode is disabled and discourse functions as Normal.
