Wanted to know if discourse supports adding new topics (end user feeds keywords, titles, etc.) and replies are generated for same ? (fetching content from internet)

No, there is no built in utility for generating topics directly. If for whatever reason you wanted to do this I would suggest you use the new topic API to port topics as they are generated.
