Can't change Discobot welcome message

I change texts following the instruction: Can't find discobot welcome message text

I even changed
system_messages.welcome_user.text_body_template to only 1 number 1
system_messages.usage_tips.text_body_template to only number 2 (nothing else).

Then I registered as a new user, and an old text was coming.

Can’t understand why is the text now changing.
