Estou no Mac e estou seguindo este guia: Install Discourse on macOS for development.
Cheguei até aqui: bundle exec rake db:create db:migrate\nRAILS_ENV=test bundle exec rake db:create db:migrate e recebi este erro:
Could not find nokogiri-1.8.5 in any of the source
Run "bundle install" to install missing gems.
Executei bundle install, mas, no meio do processo, retornou um erro, mostrado aqui:

Were any messages output before the error? You’ve not given any indication whether the script ran at all, or threw an error part-way.
Fico feliz que este tópico tenha sido reativado (puramente por coincidência). Acho que o problema existe há algum tempo e não se limita aos Macs com Apple Silicon.
Eu estava tendo o mesmo problema no meu iMac M1 seguindo o mesmo guia que você. @blake foi incrível e conseguiu encontrar uma solução alternativa para mim. 
Consegui fazer funcionar no meu Mac M1. Não tenho certeza exata qual é o problema, mas esta é uma solução alternativa que você pode usar.
Na primeira aba do terminal, execute:
bin/rails server --binding 127.0.0.1Na segunda aba do terminal. Navegue até este diretório dentro do diretório do discourse.
cd app/assets/javascripts/discourseEm seguida, execute este comando:
ember server --proxy http://127.0.0.1:3000Em seguida, acesse http://localhost:4200
Não tenho certeza. Você não deve mais precisar usar ember server --proxy em Macs M1. A maneira normal agora é usar uma aba de terminal de dentro do diretório raiz do discourse e executar bin/ember-cli -u. Isso executará tanto o servidor rails quanto o servidor ember com um único comando. Você pode tentar isso e ver se funciona?
