categories navigation Incomplete display when not logged in
Did you customize the categories shown in the sidebar for your account? When you use the edit button, the changes only affect your account. To change the default for everyone, you have to use the default navigation menu categories site setting.
Visitors who aren’t logged in cannot edit the sidebar because there is no account to which the changes can be linked.

Just to Add to what @Moin any Category that is not using default permission “everyone - see” will not show to Not logged in
On initial install the “Lounge” category is set to iirc “Trust level 3 - see/reply/create”. So that category requires logged in users with TL 3 for this category to be visible.
