Category & Tag selector hidden in mobile for specific pages but visible in desktop

Category Selector & Tag Selector Dropdowns are missing in the following pages for mobile view but visible in desktop view

Categories Page - Categories - Discourse Meta
Global Tag Page - Topics tagged official (just an example)

Note - hidden category-breadcrumb (html tag for mobile view in the above scenarios)

If this is done for a specific reason would love to understand it.
