Category tags page "(optional) list of allowed tag groups" field selects tags, not groups

See screenshot below. The second field on the category tags tab should allow selection of tag groups, but actually it allows selection of tags just like the field above it. Oops.

Yep, there is a regression here, confirmed on Meta.
