Yes there is. Using Bulk Actions does not create an edit log, so you are safe to change categories without worrying.
To change categories in bulk:
- Click the checkbox icon at the top of the topic list:
- Check the topics you wish to edit in bulk
- Click the Admin wrench in the top right corner
- Make the bulk change
