(Quick Question: I have a small budget, so is there a way to pay for a discourse less than $50 a month?)

when picking a host, make sure you can do a standard install. you will need an email account with a transactional service like mailgun or similar, as well as a domain name.

yes because the code for our software is in a repository on github
