There’s a user who has a old version of the CSS and no matter what u do (Cloud flare cache purge, rebuild container) its still the same CSS old version cached. How can I purge the css cache?
It sounds like he needs to clear his cache on his browser.
It’s server sided 100% because he s been trying with a series of browsers and has the same problem, including mobile and desktop.

No. Totally different networks and browsers. It’s still a mistery.
