A simple theme component to support admin task-flow when setting up or working on an instance.

This is basically just a fork of the Custom header links (icons) theme component. I changed the preset icons to a few one-click links to admin pages (Settings, Customize, Text):

Also added a few settings: You can limit the display of the icons to one specific admin user. And you can toggle the display of various alert banners.

¿Es posible hacer que la caja de herramientas esté disponible para un grupo como administrador/personal o moderador?

Por defecto, solo se muestra para los administradores. ¿Cuál sería el caso de uso para otro grupo?
