Custom button above conversation topic

Hello

I would like to have a custom insert, button type, composed as follows please:

  • location above the conversation topic, but below the title
  • double conditioned display: user member of a certain group AND topic with a certain tag
  • CTA button:
    • customizable text
    • url that would embed in utm data supplied by discourse, such as the visitor’s user ID, the subject’s unique ID.
  • the variables mentioned above would be configurable:
    • user level(s) for display
    • label for display
    • CTA text
    • CTA url (except utm)

If a plugin or a theme already offers some of these features, I haven’t found it, thanks for your help.
