I’m running on a hosted instance (https://discuss.openedx.org). Admin > Customize doesn’t have a “CSS/HTML” tab. Is this feature not available on hosted instances? Or is there something I have to do to enable it?

The HTML/CSS option will be inside of a theme that you select from the left side pane on the customize tab. I have recently worked on a hosted customer’s install for some modifications and can confirm that the option does exists.
