Custom message if topic not replyable to

I have a system where users can join groups and that group will let them full access some categories etc. normally users can see all the categories but not reply in them (except some special scenario ones)

Now in the case that a user wants to reply to a topic in a category which they are not in the group for, I want to display a message like Join this category to reply with a link to a page to join something like that.

is there a way to do this?

Basically like the log in to reply message but instead for perms
