Hello, is there any way when the user creates a topic and does not choose a sub-category, send it to the user privately or even posting a personalized message on the topic created by him?

Are you looking to ensure user only posts in Subcategory?
If so set Parent Category Security
Everyone (or group if not everyone) to
See
This will prevent folks from posting in Parent Category. You will want to Post an Announcement to make folks aware and maybe add this info on choosing a Subcategory to post a topic in.
