Is there a way to delete all messages, without deleting the user? I get something along the lines of “ Can’t delete all posts because the user has more than 15 posts.”

This is controlled by the delete all posts max site setting. It defauls to 15 posts. You can temporarily increase the value of this setting so that you can delete the posts for a specific user.
