I am wondering why the welcome notices are blue ad sometimes grey:

A new post notice will have a blue background by default. Once a certain amount of time has passed, the notice becomes “old” and that blue background is removed.
Old notices don’t have a that grey background by default. This is part of your theme. You can control the duration in which post notices are considered “new” via the old_post_notice_days site setting. The default is 14 days.
