I don’t understand why the assigners and the assignees should belong to the same group. As an example scenario: I think the admin should be able to assign everyone without giving them the ability to assign others.
It’s just how the current use cases have worked out.
If you can pitch a use case which others agree to then you could conceivably convince the team to accept a PR implementing your idea too.
