Drafts for deleted topics aren't removed, and look strange

When a topic is deleted, users who cannot see the deleted topic’s drafts get left behind, missing a title:

Attempting to resume editing the draft causes you to get to https://<forum>/t/topic/<id>, which is not found for users who cannot see the topic, and the draft does not open.

Removing the draft works fine when it’s like this, however.

I don’t think we want to remove the draft, because you may have done significant work you want to keep despite the topic being deleted… but we should allow it to open in the composer
