Can someone explain what it means to receive an email when you select ‘only when away’? Our members would like options to opt of communication. I am unsure what this term means.

Just under that pull-down it explains:
So, if they have been on the site in the past 10 minutes and got a notification, it won’t also email them about that notification.
If they want to opt out, then they should choose “never”.

There is also an unsubscribe link at the bottom of every single email Discourse sends.
Give that a click (or tap), it works!
In general, the principle is that Discourse will only mail you if

none of your web browsers on any devices have touched the website in the last 10 minutes

someone is speaking directly to you
