Honestly Iām surprised you figured out what I was referring to. 
A staged user is someone who uses the email functionality in Discourse, but has not created an account. Not every community uses them. You can quickly check if it is enabled via the enable staged users setting. 
Okay, but you still have /use them when your community is private?
