Namesilo has increased the price of domain names twice this year and I was wondering if are there any other good options to go.
Also, what do I need to do when transferring the domain to another registrar on the discourse side?
Looks like they are still pretty cheap. Unless you hate them, I’d just stay put. Cloudflare is pretty cheap, but stick to dns only.
Discourse doesn’t know or care who your registrar or dns server is, so as long as the records get moved, you’re good to go.

Namecheap and freenom are good choices for cheap domains

I doubt there is anything cheaper than $10. I use Gandi.net which is a little more expensive, but it comes with a couple of email accounts per domain.
Price is not the main concern but the rate of increasing price, however, that may be because I choose a bad domain extension…
