Help finding a specific post functionality

There was a help topic on meta somewhere here that allowed a user to input a URL and a command was generated using that URL. I can’t remember what topic it was to show as an example… but I’m just wondering how that was done? Is there a plugin that allows the creation of interactive fields within a post?
