On Windows 10 when the “hide taskbar” setting is on, hovering over the blue reply/create topic button causes the taskbar to come up rendering the button unclickable.
I assume you’re talking about when your browser is full-screen or otherwise sitting at the very bottom of the screen in Windows? That overlap is OS-level behavior, so I don’t think there’s anything we can do about this other than redesign the composer to have a windows-taskbar amount of space below it…
