How do I enable chat for other groups?

I have created 2 Admins, and 2 Moderators, and each of them can utilize the CHAT functionality. However, when I add a new user, they do not see the CHAT icon at the top of the screen like everyone else. I want everyone to have access to “chat” in real time on our site.

I went to ADMIN > SETTINGS, and under direct message enabled groups, I added EVERYONE and trust_level_0, but the end user still does not see the chat icon after refreshing the screen.

What do I need to do to allow everyone the ability to utilize the default Chat channel?

UPDATE: RESOLVED.

ADMIN > SETTING > CHAT > " chat allowed groups" (add EVERYONE)
