How do I send a message to a user?

i think community has trust level , only users with higher trust levels (e.g., TL1 or TL2) are allowed. but i am not sure about it

You are right.
There is a blog post about the trust level system in Discourse which explains how some permissions are only granted after you gained a little more trust by interacting with the community

When you just join the forum, you are on trust level 0 – which has some restrictions.

After a bit more interaction, you will quickly unlock higher levels and then be able to send personal messages.
