I think this site setting should do the trick 
allow uncategorized topics

In that case if the site setting I posted above uncheck that and that way users have to add a category before posting.
As for the tags, you need to go to category settings and choose the ones you want that users must include

go to your-site-name/admin/site_settings/category/all_results?filter=fixed%20category%20positions
You must be an admin to see settings though. moderators cannot change site settings.
