You can set up required tags by navigating to the category setting page, selecting ‘Tags’ from the menu on the left and then looking for the setting below.

You must have a previously created a tag group to add a group to the setting above. Here is the documentation to create/configure tags if you are unsure.

What I want to express is:

Mandatory, users create or select tags themselves

The rules of required tags don’t apply to admins and moderators, so you need to use another user to test your configuration.

Set the default navigation menu categories to: Uncategorized
After this setting, it is not mandatory for users to create or select labels themselves

Only default navigation menu categories cannot be set,
After this setting, users can be forced to create or select labels themselves

As a side note, by default, users that are not staff aren’t generally allowed to create tags however, this can be changed via the create tag allowed groups site setting.
