You’ll need to add every category to “Watched” in /my/preferences/tracking, and you’ll need to add new categories to that after you’ve created them.

I think you could use mailing list mode for those users.

The less helpful solution is to get admins who will use Discourse and not only email.

A little update on this - I believe there’s now an option in the Automation plugin that will allow you to set the Default Notification for a Group each time a new category is created, which may help a little:
