I like the look and feel of this discourse in particular. How would I even begin to structure mine in the same way? Is this a custom use of CSS/HTML, or did they use themes that I could use? Which themes and theme components could get me started? Or would I have to learn CSS/HTML to structure my own discourse to look like this?

That site has a theme that we built for them. It uses the Search Banner theme component but the rest is custom (and is fairly extensive work that took around a week of work to create).
