custom CSS, sure, and probably Knowledge Explorer Plugin and Versatile Banner If you search for “theme” here on meta I think the 10 first results are to be read (notably those in the howto category) for your endeavour.

That site has a theme that we built for them. It uses the Search Banner theme component but the rest is custom (and is fairly extensive work that took around a week of work to create).
