Members in trust level X can only make 1 topic a day in X section?

Hey everyone. Just had a quick question about discourse.

Is there a way to edit a category to where users in groups (for example) trust level 2 and under can only post 1 topic every 24 hours?

If not, would there be a way to make all topics in that category moderator approved?

This is to limit the amount of spam posted in a category when only 1 topic per user would be needed every 24 hours. This would help moderating a lot as these users are only limited to 1 topic in that category.

Not sure about throttling by trust level, but each category can be set up for moderation:
