Moving Topics to a Restricted Sub Category

We are using our forum to allow our customers to submit feature requests. I have created two sub-categories for accepted and rejected feature requests that only our staff can use. I would like to move posts from the Feature Requests category to the appropriate sub-category but the sub-categories are not displayed for me to be able to move them there, Is there something I am doing wrong. Non-restricted sub-categories are presented with no issue,

I suggest you make it a category with these permissions:

everyone  See
staff     See, Reply, Create
