That is not the latest version. As Lilly suggests, you would need to perform a rebuild. Whoever manages your server aspect would have to first SSH as root, then perform the following command: cd /var/discourse ./launcher rebuild app

no if you are self-hosted, you should be able to access the admin panel. as Nate said, try safe mode and see if any errors show up in the dev console controlshiftj
