Is there a place in the code or UI where I can find all the limits imposed to a new user and how long those limits apply?

I believe searching for “new user” in site settings would bring these up. Some of the time-sensitive settings also contain the phrase “rate limit” in them.

Just to add, first day will find the specific ones that apply to a TL0 and TL1 user who is in the initial 24 hour window from their first post.

In the UI limits are in 2 areas. You can find these for new users (TL0) in
/admin/site_settings/category/trust and
/admin/site_settings/category/posting
