Should be possible with https://ifttt.com/ and using an RSS feed from Discourse.

Hi, would the “latest” RSS feed include all topics or would that RSS feed be restricted to the content that is public (in the sense of not restricted by members access level) ? Thanks.

I’ve tried this out for you and can confirm that it’s just the publicly-visible topics.
