Previously, the user-delete menu's "Delete and block" option always blocked the …user's email, linked URLs, and IP address together — so there was no way to block a returning spammer's email without also blocking an IP that legitimate users may share (e.g. behind a corporate NAT or a shared/dynamic ISP range).
This change adds a "Delete and block email" option that blocks the email (including any linked/OAuth addresses) while leaving the IP reusable, and routes the admin and profile-page delete menus through one shared implementation.
