Render the `q` element

Once upon a time, I stated:

@roke_julian_lockhart

solely q renders

However, now, even <q> does not. This prevents inline quotation indicators from differentiating, based upon locale (like replacing U+201(C|D) with U+00(A|B)B/guillemets).
